![]() ![]() ![]() The border does have one opening that allows humans to enter and (less frequently) leave. “You might hear a sudden croak and watch a night heron startle from a tree branch and, distracted, step on a poisonous snake, of which there were at least six varieties.” The unknown force that created Area X also surrounded it with a border that seems to disintegrate any object or creature that touches it. “In the forest near base camp one might encounter black bears or coyotes,” VanderMeer writes. Basically, OK, there’s this area of the United States-possibly Florida, but it’s unclear-called “the forgotten coast,” and about 30 years ago it was mysteriously taken over by an environment called “Area X,” described by many who visit it as “a pristine wilderness.” Area X retains a few vestiges of the human society that existed there before this transformative event-some bits and bobs of houses, and more importantly, a pretty pivotal lighthouse-but mostly it’s a teeming, pollution-free natural habitat. ![]() There’s really no way to give the Southern Reach pitch without sounding high, so I won’t try. ![]()

![]() ![]() Short gross cost contracts may work well for regional services where the tendering authority takes the lead in planning and marketing such services. It finds evidence that competitive tendering has helped increase demand for and reduce subsidies to the rail passenger sector, but that there are many decisions that have to be taken as to how it is to be implemented. This investigation is important and timely given the requirements of EU legislation (4th Railway Package) which will require competition to be introduced into passenger rail services (by 2020 for commercial services, and 2023 for public transport contracts) across the whole of the EU. ![]() The paper fills an important gap in the literature - that has so far focused on econometric modelling of the impact of rail reforms - by considering how competition can best be introduced in practice. It also comments on experience of competition in the market in these and other countries (this form of competition has been taken furthest in other countries - notably Italy and the Czech Republic, as well as on a single route in Austria). This paper studies the experience of Europe's three most liberalised railways - Sweden, Germany and Britain - in opening-up rail passenger services to competition by means of competitive tendering, and seeks to draw lessons for countries that are just starting the process, such as France. ![]() ![]() ![]() ![]() The demon lord Nergal has been jerking Constantine around like a rebellious puppet for months, manipulating him into several disastrous courses of action, but now Constantine has managed to bloody his nose a bit. Most of Constantine’s brokenness stretches back to one disastrous night in Newcastle that is often referenced but has never been explicitly described…until now. Last volume I mentioned that there was no resolution to the overarching plot of the previous volume, and as expected that plotline finds its resolution here. ![]() I’m still not overly impressed, but I’m not giving up on the series yet either. I wasn’t too overly impressed with the first volume for a number of reasons, but figured I’d give it another chance-if only to watch certain plot threads finish unraveling.
